Abstract

Verkennend onderzoek naar ondermijnende criminaliteit binnen de beautysector. De overheid zet in samenwerking met tal van partners in op allerlei facetten die van invloed zijn op ondermijnende criminaliteit. Een van deze aspecten betreft ‘kwetsbare branches’. Het is op voorhand echter onduidelijk of de beautysector ook hiertoe moet worden gerekend. De beautysector is voor dit onderzoek afgebakend tot vijf branches, namelijk: kapperszaken, nagelstudio’s, tattoo- en piercingshops, massagesalons en zonnestudio’s. De keuze voor de focus op deze branches hangt samen met een aantal aspecten die de sector op voorhand gevoelig lijkt te maken voor ondermijnende criminele activiteiten, zoals het feit dat er relatief veel contant geld in omgaat, de waarde van goederen en/of diensten moeilijk is in te schatten en het aantal klanten lastig is te controleren. Het onderzoek kent een tweeledige probleemstelling. Enerzijds is er de vraag wat de aard, en omvang zijn van de verschillende vormen van ondermijnende criminaliteit en anderzijds de vraag hoe de weerbaarheid van de sector kan worden verhoogd. An exploratory study on subversive crime in the beauty sector. The Dutch government, in collaboration with numerous partners, is targeting various factors that influence subversive crime. One of these concerns is 'vulnerable sectors'. However, it is unclear in advance whether the beauty sector should be considered one of these. For this research, the beauty sector was defined to include five specific branches: hair salons, nail salons, tattoo and piercing shops, massage parlors, and tanning salons. The focus on these branches is based on characteristics that may make them vulnerable to subversive criminal activity, such as the relatively high use of cash, difficulty in assessing the value of goods and services, and the challenge of monitoring customer flows. Research Problem The research has a two-part problem statement. On the one hand, there is the question of 'what are the nature and extent of the different forms of subversive criminality' and on the other hand the question 'how can the resilience of the sector be increased'.
