Evaluatie van het CCV

Abstract

Dit rapport bevat de evaluatie van het CCV (2019-2024). Een belangrijk kenmerk van het CCV is dat het jaarlijks subsidie ontvangt van het ministerie van Justitie en Veiligheid (JenV) voor de basisprogrammering. Deze basissubsidie is onderwerp van deze evaluatie en beslaat de periode 2019-2024. In de afgelopen twintig jaar is de basissubsidie van het CCV twee keer geëvalueerd (2013 en 2019). Daarmee wordt voldaan aan de verplichting om vijfjaarlijks (deels) gesubsidieerde organisaties te evalueren op hun effectiviteit en efficiëntie. De evaluatie moet inzicht geven in de wijze waarop de bijdrage van het CCV leidt tot meerwaarde voor de samenleving. Daarbij wordt ook gekeken naar de toerusting van het CCV en de mate waarin deze voldoende is om die meerwaarde te realiseren voor maatschappij en stakeholders. Tevens is het belangrijk om na te gaan in welke mate het CCV opvolging heeft gegeven aan de aanbevelingen uit de evaluaties van 2013 en 2019. This report presents the evaluation of the CCV (2019-2024). An important component of the CCV is that the organization receives a subsidy from the Ministry of Justice and Security (JenV) for the execution of a program (in Dutch: ‘basisprogrammering’). This subsidy is the subject of this evaluation and covers the period 2019-2024. This fulfills the obligation to evaluate (partially) subsidized organizations on their effectiveness and efficiency every five years. The evaluation should provide insights into how the CCV's contribution leads to added value for society. This includes an examination of the how equipped the CCV is and the extent to which it is sufficient to realize that added value for society and stakeholders.
