Terugplaatsing na gedwongen uithuisplaatsing

Abstract

In dit rapport wordt verslag gedaan van de praktijk van uithuisplaatsing van minderjarigen met een maatregel van ondertoezichtstelling (OTS) en terugplaatsing. Met dit onderzoek is meer zicht gekregen op het proces van uithuisplaatsing van minderjarigen en het werken aan terugplaatsing in het gezin. In dit onderzoek staan vier vragen centraal Hoe is de situatie ten tijde van de uithuisplaatsing? Hoe verlopen uithuisplaatsingen en in hoeverre zijn deze expliciet gericht op terugplaatsing? In hoeverre worden kinderen teruggeplaatst in het gezin? Waarom wel/niet? Welke verbeteringen in het proces van uithuisplaatsing en terugplaatsing zijn mogelijk? This study mapped the process of the out-of-home placement of children, as well as subsequent reunifications. This study focused solely on placements accompanied by a child protection supervision order (in Dutch: ‘ondertoezichtstelling’, abbreviated as OTS). The study was centered around four key questions: What is the situation at the time of out-of-home placement? How do such placements proceed, and to what extent are they explicitly aimed at reunification? To what extent are children reunited with their families? Why or why not? Which improvements can be made to the process of out-of-home placement and reunification?
