Abstract

Stochastisch terrorisme verwijst naar vijandige, denigrerende of dehumaniserende uitspraken door invloedrijke personen, gericht op een politieke, sociale, etnische of religieuze groep of een individu. Dit kan via interactie op sociale media en nieuwsmedia een klimaat van vijandigheid creëren, waardoor de kans toeneemt dat iemand tot geweld overgaat, zonder expliciete oproep tot dat geweld. Omdat deze uitingen vaak impliciet zijn, kunnen degenen die dit discours verspreiden of versterken niet, of niet eenvoudig, worden vervolgd. Bovendien ontbreekt een juridische definitie of een eenduidige interpretatie van dit concept. Dit onderzoek beoogt het begrip ‘stochastisch terrorisme’ kritisch te onderzoeken en bij te dragen aan een beter begrip van dit complexe en ietwat ongrijpbare fenomeen. Dit onderzoek had als doel het concept stochastisch terrorisme te definiëren, inzicht in het fenomeen te verkrijgen en mogelijke handelingsperspectieven voor de overheid te verkennen om maatschappelijk ontwrichtende ontwikkelingen beter te begrijpen en aan te pakken. Het onderzoek bestond uit verschillende onderdelen: een literatuuronderzoek, interviews met deskundigen uit uiteenlopende vakgebieden (zoals sociale psychologie, radicalisering en mediastudies), drie casestudies van incidenten die als ‘stochastisch terrorisme’ worden aangemerkt en een expertsessie waarbij de onderzoekers de voorlopige bevindingen presenteerden aan een multidisciplinaire groep deskundigen. Stochastic terrorism' refers to hostile, derogatory and/or dehumanising language by influential individuals towards a political, social, ethnic or religious group or individual. Through interaction on social media and traditional media, this language may lead to a climate of fear, which in turn increases the likelihood of someone turning to violence, even if the initial message does not explicitly call for it. Due to the implicit nature of these expressions, individuals responsible for (reinforcing) inflammatory discourse cannot straightforwardly be prosecuted, if at all. However, there is currently no legal definition or even a unified understanding of this somewhat elusive concept. This study aims to review the concept of stochastic terrorism critically and contribute to its further understanding.
