Abstract

Dit onderzoek komt voort uit de wens van het ministerie van Justitie en Veiligheid om meer inzicht te krijgen in de overwegingen die vluchtelingen uit voormalig Joegoslavië hadden om in Nederland te blijven of weer te vertrekken, nadat zij naar Nederland vluchtten voor het oorlogsgeweld in hun land. De achterliggende gedachte is dat hieruit lessen te trekken zijn, die de Nederlandse overheid kan helpen anticiperen op wat mensen die uit Oekraïne zijn gevlucht en die momenteel in Nederland verblijven, mogelijk gaan doen als de situatie in hun thuisland stabiliseert. Dit onderzoek beoogt antwoord te geven op de volgende twee vragen: Wat zijn de overwegingen (geweest) van mensen die uit voormalig Joegoslavië zijn gevlucht om in Nederland te blijven, dan wel te vertrekken uit Nederland? Welke lessen kan de Nederlandse overheid daaruit trekken om te anticiperen op wat mensen die uit Oekraïne zijn gevlucht en die momenteel in Nederland verblijven mogelijk gaan doen als de situatie in hun thuisland stabiliseert? The current study is set out by the Ministry of Justice and Security to gain more insight into the considerations people made to stay in the Netherlands or to leave again, after having fled there to escape the war in former Yugoslavia. The underlying thought is that this may yield lessons to help the Dutch government anticipate on what Ukrainian refugees in the Netherlands may do once the situation in their home country settles down. This study aimed to answer the following two questions: What were the considerations for people who fled former Yugoslavia to either stay in the Netherlands or to leave the country again? Which lessons can the Dutch government draw from these experiences, to anticipate on what people who fled Ukraine may do once the situation in their home country settles down?
