Evaluatiekader Wet vaststellingsprocedure staatloosheid

Abstract

Het Tweede Kamerlid Ceder (ChristenUnie) heeft tijdens de behandeling van het wetsvoorstel vaststellingsprocedure staatloosheid een motie ingediend. In de motie staat beschreven dat de doeltreffendheid van de aanpassingen geëvalueerd moet worden en effecten in kaart moeten worden gebracht. De motie Ceder is aangenomen op 31 mei 2022. Ter voorbereiding op deze evaluatie heeft Regioplan een evaluatiekader opgesteld voor de Wet vaststelling staatloosheid. Het onderzoek biedt inzicht in de wijze waarop de wet kan worden geëvalueerd en welke data daarvoor nodig zijn. Vraagstelling onderzoek: Wat zijn de doelen van de Wet vaststellingsprocedure staatloosheid zoals de wetgever die voor ogen had? Wat is het beoogde verloop van de vaststellingsprocedure voor staatloosheid? Welke indicatoren zijn van belang om de doelen en werking van de Wet vaststellingsprocedure staatloosheid te evalueren? Welke data zijn nodig om inzicht te krijgen in deze indicatoren? Member of the House of Representatives Ceder submitted a motion during the discussion of the bill to establish statelessness. The motion describes that the efficacy of the adjustments should be evaluated and effects identified. The Ceder motion passed on 31 May 2022. In preparation for this evaluation, Regioplan was commissioned by the WODC to draw up an evaluation framework for the Statelessness Determination Procedure Act. The study should provide insight into how the law can be evaluated and what data are needed to do so. Research questions: What are the goals of the Statelessness Determination Procedure Act as envisioned by the legislator? What is the intended course of the statelessness determination procedure? What indicators are important to evaluate the goals and functioning of the Statelessness Determination Procedure Act? What data are needed to understand these indicators? What is currently needed to ensure data availability at the time of the evaluation?
