Etnisch profileren door de politie

Abstract

Het doel van dit onderzoek was om een wetenschappelijke kennisbasis te ontwikkelen die relevant is voor de Nederlandse praktijk over etnisch profileren door de politie. Deze kennisbasis zal in de toekomst bijdragen aan verdere studies over dit onderwerp en fungeert als richtlijn voor nog ontbrekend onderzoek in Nederland. Daarnaast legt dit onderzoek een kennisbasis voor de beleidsontwikkeling in Nederland. Door dit fundament voor onderzoek én beleid te leggen, komt dit onderzoek tegemoet aan twee subdoelen: het opstellen van een overzicht van kennis over etnisch profileren op basis van bestaande literatuur, met een nadrukkelijke verwijzing naar de lacunes hierin het bieden van inzicht in strategieën om etnisch profileren door de politie aan te pakken en de risico's ervan te verminderen of weg te nemen. De centrale vraag in dit onderzoek was: Welke huidige wetenschappelijke kennis bestaat er over etnisch profileren door de politie en hoe is deze kennis toepasbaar in de huidige Nederlandse context? The central question in this study was: What current scientific knowledge exists on ethnic profiling by police officials and how is this knowledge applicable in the current Dutch context? This main question was broken down into the following sub-questions: a. How can publications on ethnic profiling in (international)scientific literature be characterized (e.g. theoretical or conceptual, legal, empirical, review)? b. What subthemes can be identified in the scientific literature on ethnic profiling ? On what countries does the literature focus? What is the state of scientific knowledge and/or insights on ethnic profiling by the police with regard to: a. defining the concept of ethnic profiling? b. valid empirical research methods to identify ethnic profiling? c. the nature and scope of ethnic profiling in police practice? d. the backgrounds and contexts (social psychological processes, national legislation and case law, organizational and institutional context, social and political context) in which ethnic profiling takes place? e. dealing with the risks of ethnic profiling (possible "effective approaches" to combat it), and how those approaches relate to particular contexts? What do the answers to questions 2 and 3 mean for policing in the Netherlands?
