Abstract

Dit onderzoek betreft een beschrijvend en evaluerend onderzoek naar een complex geheel van nieuwe organisatorische verhoudingen en werkwijzen en een pallet aan doelen. De vraagstelling van dit onderzoek luidt als volgt: Wat kan worden gezegd over de realisatie van de doelen van de inbedding van de PA in het nieuwe politiebestel, te weten: Het borgen van de kwaliteit van het politieonderwijs en de onderzoeks- en kennis-functie in het nieuwe politiebestel (met behoud van de onafhankelijke positie van de PA)? Het versterken van de verbinding tussen de PA en de politie? Het verbeteren van de aansluiting van het politieonderzoek op de politiepraktijk? The aim of the study is to provide an assessment of the realisation of the goals of embedding the Police Academy (PA) in the new police system. This also fulfils the Minister of Security and Justice's promise to Parliament to evaluate the embedding of the PA as well as the requirement of the ZBO Framework Act to send a report to the Senate and Parliament every five years on the functioning of the governing body. To describe and assess the functioning of the PA, the three fixed components of a ZBO evaluation were used: (i) effectiveness, (ii) efficiency and (iii) quality. Furthermore, (iv) the impact of the legislative amendment (embedding in the new police system) on the functioning of the PA was described. In addition to safeguarding the quality of police education and the research and knowledge function in the new police system, the amendment of the law aimed at strengthening the connection between the PA and the police, improving the connection between police research and police practice, and organising the PA's operations more efficiently and effectively
