Coffeeshops in Nederland 2022

Abstract

Gemeenten mogen zelf bepalen of zij verkooppunten van cannabis gedogen. Deze verkooppunten – doorgaans aangeduid met de meer gangbare term ‘coffeeshops’ – dienen in bezit te zijn van een door de burgemeester uitgegeven gedoogverklaring of -status. Op basis van de richtlijnen van het Openbaar Ministerie (OM) - Opiumwet en aanwijzing Opiumwet - wordt in de eigen lokale driehoek invulling aan het lokale coffeeshopbeleid gegeven. Sinds 1999 wordt in opdracht van WODC en op aanvraag van het ministerie van Justitie en Veiligheid (twee)jaarlijks het aantal coffeeshops en het gemeentelijke coffeeshopbeleid geïnventariseerd. In dit rapport wordt verslag gedaan van de nieuwe meting van deze monitor die wederom is verricht door onderzoeks- en adviesbureau Breuer & Intraval. Zie link hiernaast van de vorige meting. This report discusses the results of the 16th measurement of the number of tolerated cannabis sales points (coffeeshops) in the Netherlands and municipal coffeeshop policy. Commissioned by the Scientific Research and Documentation Center (WODC) of the Ministry of Justice and Security, the research and consultancy bureau Breuer&Intraval has been following the developments concerning coffee shops with this monitor since 1999. For this measurement, a questionnaire was distributed among responsible civil servants of all Dutch municipalities in the period from April 2023 to June 2023. The response rate is 100%. The following topics are covered by the monitor: number of coffee shops, municipal policy, toleration criteria, surveillance, compliance monitoring and enforcement.
