Pilots Innovatiewet Strafvordering

Abstract

In anticipation of the entry into force of the new Code of Criminal Procedure (WvSv), organizations working in the criminal justice system such as the police, the Public Prosecution Service and the Judiciary will experiment with several new elements of the anticipated new WvSv in order to gain practical experience with these elements. To this end, five pilot projects will be launched in 2022 on the basis of the Innovation Act (‘Innovatiewet Strafvordering’), which will amend the current code in several respects. These pilot projects are jointly set up by the organizations involved, in consultation with the Ministry of Justice and Security (JenV). The objectives of the pilots are set out in the Innovation Act and are explained in the Explanatory Memorandum. There are general objectives and specific objectives per pilot. AEF provides a factual inventory of the five pilots. This inventory serves as the basis for the evaluation of the pilots.

Vooruitlopend op de inwerkingtreding van het nieuwe Wetboek van Strafvordering (WvSv), zullen organisaties werkzaam in de strafrechtpraktijk zoals de politie, het OM en de Rechtspraak met een aantal onderwerpen experimenteren om hier in de praktijk ervaring mee op te doen. Hiervoor gaat in 2022 een vijftal pilotprojecten van start op basis van de Innovatiewet Strafvordering die het huidige wetboek op enkele onderdelen aanpast. Dit onderzoek geeft een feitelijke inventarisatie van de vijf pilots. Deze inventarisatie dient als basis voor de evaluatie van de pilots. Voor alle pilotprojecten is in ieder geval de bedoeling dat uiteindelijk wordt nagegaan of de voorgenomen wettelijke regeling in het nieuwe WvSv volstaat of dat bijstelling dan wel aanvulling nodig is. Het onderzoek valt uiteen in twee fasen. In de eerste fase is de beleidslogica die aan iedere pilot ten grondslag ligt gereconstrueerd. In de tweede fase is per pilot gekeken voor welke indicatoren al een nulmeting kon worden uitgevoerd.
