National Risk Assessment Terrorismefinanciering 2019

Abstract

Dutch policy to prevent and combat terrorist financing is based on the recommendations of the Financial Action Task Force (FATF) and European Union (EU) directives and regulations. Article 7 of this directive obliges EU Member States to implement a risk-based policy against money laundering and terrorist financing and to establish a National Risk Assessment (NRA). In 2017 the Research and Documentation Centre (WODC) carried out the first NRA on terrorist financing and on money laundering for the European part of the Netherlands (see: externe link). A year later, the WODC also conducted an NRA on both topics for the Caribbean Netherlands: the islands Bonaire, Sint Eustatius and Saba (see: externe link). A second NRA for the European Netherlands on terrorist financing has been carried out by the WODC, with the aim of identifying the greatest risks in the field of terrorist financing. These are terrorist financing risks with the greatest residual potential impact. To this end, the terrorist financing threats with the greatest potential impact have been identified, an estimate has been made of the impact these threats can have and the ‘resilience’ of the policy instruments aimed at preventing and combating terrorist financing has been determined.

Het Nederlandse beleid ter preventie en bestrijding van terrorismefinanciering is gebaseerd op de aanbevelingen door de Financial Action Task Force (FATF) en regelgeving van de Europese Unie (EU). In 2017 heeft het WODC een eerste National Risk Assessment (NRA) Witwassen en NRA Terrorismefinanciering uitgevoerd voor het Europese deel van Nederland (zie: externe link). Een jaar later heeft het WODC op beide terreinen ook voor Caribisch Nederland – ofwel de eilanden Bonaire, Sint Eustatius en Saba – een NRA uitgevoerd (zie: externe link). Voor Europees Nederland is in 2019-2020 een tweede NRA Terrorismefinanciering uitgevoerd, die als doel heeft om de grootste risico’s op het terrein van terrorismefinanciering in kaart te brengen. De risicoanalyse is opgebouwd aan de hand van de ISO 31000 structuur voor risicomanagement en de daarin wetenschappelijk erkende effectieve methoden voor risicobepaling. Parallel aan de uitvoering van de tweede NRA Terrorismefinanciering is de tweede NRA op het terrein van witwassen uitgevoerd (voor Europees Nederland). INHOUD: 1. Inleiding 2. Onderzoeksmethodiek 3.
