dc.description.abstract | In addition to the police (general investigating officers), auxiliary enforcement officers (special investigative officers; in Dutch: Buitengewoon opsporingsambtenaren – Boa’s) are also deployed for supervision and enforcement tasks, as well as for the detection of (certain) criminal offenses. These enforcement officers hold limited police powers and play an increasingly important role: in recent decades there has been a shift in which safety in public spaces is no longer the exclusive domain of the police. Municipalities are increasingly using municipal Boas for supervision and enforcement and with more tasks. The Boa also plays an important role in other areas. In nature reserves and public transport, for example, we see the use of Boas for supervision and enforcement. It now concerns more than 24,000 Boas who are active in six different domains. This development is not unique to the Netherlands and is visible throughout Europe.The research question is as follows:What are the tasks and the deployment of the Boas in practice, how does the cooperation with the police and other parties proceed (definition and division of tasks) and what are the working conditions of the Boas (especially with regard to safety) during their task performance?To what extent does the current application of the quality of life criterion and the implementation criterion hinder effective supervision and enforcement? | |
dc.description.abstract | Voor toezichts- en handhavingstaken, evenals voor het opsporen van (bepaalde) strafbare feiten, worden naast de politie (algemene opsporingsambtenaren) ook buitengewoon opsporingsambtenaren (boa’s) ingezet. Deze boa’ s vervullen een steeds belangrijker rol: de afgelopen decennia heeft zich een verschuiving voorgedaan waarbij veiligheidszorg in de openbare ruimte niet langer het exclusieve domein is van de politie. Gemeenten zetten in toenemende mate en met steeds meer taken gemeentelijke boa’s in voor toezicht en handhaving. Ook in andere gebieden vervult de boa een belangrijke rol. In bijvoorbeeld natuurgebieden en het openbaar vervoer zien we de inzet van boa’s voor toezicht en handhaving. Het gaat ondertussen om meer dan 24.000 boa’s die in zes verschillende domeinen actief zijn. Deze ontwikkeling is niet uniek voor Nederland en is eigenlijk in heel Europa zichtbaar. De probleemstelling van het onderzoek luidt als volgt:Wat zijn de taken en de inzet van de boa’s in de praktijk, hoe verloopt de samenwerking met de politie en met andere partijen (taakafbakening en –verdeling) en wat zijn de arbeidsomstandigheden van de boa’s (met name wat betreft veiligheid) tijdens hun taakuitoefening?In hoeverre zit de huidige toepassing van het leefbaarheidscriterium en het uitvoeringscriterium6 effectief toezicht en handhaving in de weg?
