Recidive na forensische zorgtrajecten met uitstroom 2013-2015

Abstract

FForensic care refers to mental health care, addiction treatment, and care for people with mild or borderline intellectual disabilities, provided within the criminal justice system. The primary aim of forensic care is to prevent perpetrators with mental health disorders from reoffending. The WODC is carrying out a five- year research programme into reconviction and forensic care (2016-2021). Previous research within this programme provided reconviction rates broken down according to the different kinds of forensic care orders that can be imposed (K. Drieschner, J. Hill, & G. Weijters, Recidive na tbs, ISD en overige forensische zorg, 2018). Rates were calculated for offenders released in 2013 and 2014. However, there is no direct relationship between forensic care orders and the type of care provided in the name of reducing the risk of reconviction. Hence, in this study, reconviction rates are linked to the type of care received, rather than the forensic care order imposed. Rates are presented for offenders released between 2013 and 2015.

Forensische zorg (FZ) is de aanduiding voor geestelijke gezondheidszorg, verslavingszorg en verstandelijke gehandicaptenzorg in een strafrechtelijk kader. Het primaire doel van FZ is strafrechtelijke recidive van daders met een psychische stoornis te voorkomen. Het WODC voert een vijfjarig onderzoeksprogramma recidiveonderzoek forensische zorg (2016-2021) uit. In eerder onderzoek binnen dit programma werden recidivecijfers berekend voor de verschillende FZ-titels waaronder justitiabelen in de jaren 2013 en 2014 uit de FZ uitstroomden (K. Drieschner, J. Hill, & G. Weijters, Recidive na tbs, ISD en overige forensische zorg, 2018).Omdat er slechts een zwakke relatie bestaat tussen deze titels en de aard van de FZ die wordt ingezet met als doel recidive te voorkomen, is in het onderhavige onderzoek de recidive na forensische zorg in relatie tot de aard van de ontvangen FZ onderzocht. Daarbij is gekeken naar de uitstroomjaren 2013-2015.
