Inzicht in presterend vermogen van veiligheidsregio's

Abstract

The aim of this research was to gain insight into the feasibility and desirability of assessing the performance of safety regions on the basis of more output indicators or even outcome indicators, as compared to the current indicators based on parameters (compliance with legal standards, organisational requirements). The study focused on the following questions:To what extent and how, on the basis of theoretical and practical knowledge, might it be possible to develop a set of indicators that could capture the performance capacity of the safety regions?To what extent would the development of a system of indicators be desirable from the stakeholders’ perspective?

Met het onderzoek is beoogd inzicht te krijgen in de mogelijkheid en wenselijkheid om de prestaties van veiligheidsregio's meer te baseren op output- of zelfs outcome-indicatoren, tegenover de randvoorwaardelijke indicatoren (naleving wettelijke normen, organisatie-eisen) waarop ze nu beoordeeld worden. In het onderzoek staan de volgende hoofdvragen centraal:In hoeverre en hoe – op basis van theoretische en praktische inzichten – is het mogelijk om een stelsel van indicatoren te ontwikkelen waarmee een beeld kan worden verkregen van het presterend vermogen van veiligheidsregio’s?In hoeverre is de ontwikkeling van een stelsel van indicatoren wenselijk vanuit het perspectief van de betrokken actoren?
