In December 2008, the then Ministry of Justice instituted the 'Exit Programmes for Prostitutes Scheme' (RUPS). This temporary subsidy scheme ran until 1 July 2011. The core research question was as follows: What is the current status of the prostitute exit programmes that were scheduled to be taken over locally after discontuniation of RUPS in 2011, and what is the policy vision of the relevant municipalities regarding help with terminating prostitutes' work activities?
