Evaluatiekader doelrealisatie strategische landenprogramma's voor internationale politiesamenwerking

Abstract

Crime has evolved into a transnational phenomenon; no investigation into organized crime can still focus on a single home country. Effective crime fighting therefore requires international coordination. The Netherlands Ministry of Security and Justice has initiated the strategic country programmes to support international police cooperation. These programmes were launched the second half of 2013 and it is now important to monitor the performance of these programmes. The programmes will be formally evaluated in three years’ time. This report develops a evaluation framework to this end, based on an analysis of policy documents, policing literature, interviews with 22 stakeholders and an expert meeting.

Op basis van de in 2012 opgestelde strategische landenlijst van het ministerie van VenJ zijn de strategische landenprogramma’s (SLP’s) opgesteld voor internationale politiesamenwerking. In juli 2013 zijn deze SLP’s goedgekeurd door de minister van VenJ. De SLP’s zijn gebaseerd op de selectie van een aantal prioriteitslanden. Deze 16 prioritaire landen zijn landen waarmee Nederland een criminaliteitsrelatie heeft. De centrale vraag in dit onderzoek is: Wat is een adequaat kader waarmee geëvalueerd kan worden in welke mate de doelen van de strategische landenprogramma's voor internationale politiesamenwerking zijn behaald?
