    Samenvatting
    Dit onderzoek bouwt voort op de bevindingen van fase 1 en geeft antwoordt op de volgende vragen: Voor welke maatregelen om de zelfredzaamheid van burgers te verbeteren is behoefte aan kwantificering bij gebruikers (gemeenten, provincies, veiligheidsregio's) het grootst? Wat is de veiligheidswinst (in termen van reductie van het aantal doden en gewonden) van maatregelen gericht op het vergroten of benutten van zelfredzaamheid?

    Summary
    Storage and transport of hazardous materials impose risks to surrounding population and structures, both in the urban environment as at (petro-) chemical facilities. Justificaton of the societal risk is an important part of the Dutch regulatory requirements regarding external safety. This present report is related to phase 2 of the project, in which – using the sublethal injury models from phase 1 – the authors aim to develop calculation models allowing the determination of the expected gain in safety due to self-rescue enhancing measures. This gain is expressed as a reduction of injuries (numbers and/or severity) compared to the same scenario in which those measures were not taken.
