    Samenvatting
    Onderzoek gestart onder projectbegeleiding van Directie Kennisontwikkeling voor Openbaar Bestuur en Veiligheid (BZK) en per 1/1/2011 voortgezet onder projectbegeleiding van de afdeling Extern Wetenschappelijke Betrekkingen (WODC).  Dit rapport geeft een overzicht van de projecten waarvoor in de periode 2007-2011 een bijdrage in het kader van de tijdelijke subsidieregeling of een decentralisatie-uitkering is verleend om uitvoering te geven aan het lokale spoor van het Actieplan Polarisatie en Radicalisering 2007-2011. Het doel van deze resultaatinventarisatie is: de opzet en uitvoering van de projecten inzichtelijk te maken; het bereik van projecten en aanpak inzichtelijk te maken; het resultaat van projecten en aanpakken te inventariseren; de beleids- en programmatheorie van tien geselecteerde projecten inzichtelijk te maken; te leren voor volgende projecten en aanpakken.

      This report describes a prevalence study regarding domestic violence and child maltreatment in the Netherlands, and developments in these areas since the previous reports on domestic violence (Van der Veen & Bogaerts, 2010; Van Dijk et al., 2010; Van der Heijden & Van Gils, 2009) and on child maltreatment (Alink et al., 2011). The research comprised various studies and was conducted at the request of the Ministry of Health, Welfare and Sport and the Ministry of Justice and Security by a number of research teams, and coordinated by the Research and Documentation Centre (WODC). In addition to three preliminary studies, the entire research comprised five empirical studies. Two studies focused primarily on estimating the extent of domestic violence among adults (Van Eijkern et al., 2018; Van der Heijden et al., 2019), two studies on estimating the extent of child maltreatment (Schellingerhout & Ramakers, 2017; Alink et al., 2018), while one was an in-depth investigation of individuals committing partner violence and child maltreatment (Woicik et al., 2018). This synthesis is strictly about the prevalence of domestic violence and child maltreatment.The key question of this synthesis was as follows: What is the nature and extent of domestic violence and child maltreatment in the Netherlands, which developments have taken place in this regard, and to what degree does co-occurrence exist of both types of violence in families?

      In The Netherlands, the right to consult a lawyer before being subject to a police interrogation has been effective since 2010. Since that time, minors have the right to lawyer assistance also during an interrogation. By March 1, 2016, this right of interrogation aid was extended to majors by way of temporary policy rules of the Public Prosecutor’s office and the Legal Aid Board (which were effective until March 1, 2017, when new legislation took effect).The main topic of this first edition of a ‘Long-term Monitor’ is this right to interrogation aid of majors, more specifically, the organisation and application during the first transition year. Particularly because the right to interrogation aid was introduced within a relatively short period, this study serves the objective of ‘monitoring the implementation and observe whether bottlenecks occur and, where necessary, make adaptations’, as explained by the (then) Minister of Security and Justice to Parliament in a letter of March 22, 2016.In this report, two main questions are addressed:1. How has the implementation of the right to interrogation aid been organised, on paper and in practice? 2. How has the right to interrogation aid been applied in practice, during the first year from March 1, 2016 to March 1, 2017?To answer these two questions, data were gathered from the following organisations: Police, Legal Aid Board, Public Prosecutor’s Office, Royal Military Police, special prosecuting agencies, the legal profession and/or legal aid lawyers.

      By tightening the coffeeshop policy, the government sought to make coffeeshops smaller and more controllable, to reduce the nuisance and criminality associated with coffeeshops, to combat the trade in illicit drugs and to reduce the number of foreign visitors attracted by Dutch policy. Coffeeshops were expected to serve the local market only. The study researched the actual effects of this tightened policy.
