This study examines the process in relation to current leave policy, how this is implemented and whether there are specific problem areas. The following issues are discussed: what purpose does leave policy serve within the context of the prison system? Is it still in line with a modern and functional framework for the application of sanctions? What are the risks? And how does current official policy relate to implementation in practice? In dit onderzoek wordt nagegaan hoe het huidige verlofbeleid verloopt, welke de uitvoering is en of er bepaalde knelpunten zijn. De volgende vragen komen hierbij aan de orde: Welk doel dient het verlofbeleid in het gevangeniswezen? Past het nog in een modern en functioneel kader van sanctietoepassing? Wat zijn de risico’s? En hoe verhoudt het huidige officiële beleid zich tot de praktische uitvoering?
