dc.description.abstractDespite the recent expansion of forensic facilities, there has been an increasing capacity shortage for the implementation of hospital orders in the past few years. The number of resident ‘passers-by’ in penitentiary centres who are awaiting placement in a forensic institution has increased drastically, as have the average waiting times. The shortage appears to be caused by both an increasing number of hospital orders and by generally longer periods of treatment in forensic institutions. The study, which was based on registered data and meetings with experts in the field of hospital orders, aims to offer an analysis and explanation for the increase in inflow and the stagnating outflow from forensic institutions. Is the shortage of forensic facilities the result of an actual increasing social need, or are hospital orders imposed more often than they should be? To what extent does the accessibility of the Mental Healthcare for 'problematically disturbed people' play a role in this? Which are the most realistic solutions for solving the undesirable shortage of forensic facilities?
dc.description.abstractOndanks recente uitbreidingen van tbs-voorzieningen bestaat er sinds enkele jaren een toenemend tekort aan capaciteit voor de uitvoering van de tbs. Het aantal in penitentiaire inrichtingen verblijvende 'passanten', voor wie nog geen plaats is in een tbs-inrichting, is sterk gestegen. Hetzelfde geldt voor de gemiddelde wachttijd. De grotere schaarste blijkt te worden veroorzaakt door zowel een stijgend aantal tbs-opleggingen als door een gemiddeld langduriger behandeling in de tbs. Het onderzoek tracht op basis van geregistreerde gegevens en op basis van gesprekken met deskundigen op het gebied van de tbs een analyse en verklaring te bieden voor de toegenomen instroom en de stagnerende doorstroom en uitstroom uit de tbs. Is de schaarste aan tbs-voorzieningen een gevolg van een wezenlijk groeiende maatschappelijke behoefte of wordt er meer tbs opgelegd dan noodzakelijk zou zijn? In hoeverre speelt de toegankelijkheid van de Geestelijke Gezondheidszorg voor 'lastig gestoorden' hierbij een rol? Welke zijn de meest realistische remedies voor het verhelpen van het onwenselijke tekort aan tbs-voorzieningen?
