Abstract
Various forms of organized crime are concentrated in the Dutch province of North Brabant, bordering Belgium. The various authors in this issue of Justitiƫle verkenningen seek to clarify this phenomenon. For centuries Brabant was a marginalized province that suffered from war, exploitation by the central government, rural gangs, a lack of law enforcement, extreme poverty as well as from discrimination because of its mainly catholic population. Against this background the population developed a mentality of solving their problems on their own. Their survival strategies implied not only legal activities like agriculture and small scale production,but also smuggling and illegal alcohol production. In more recent times the production of synthetic drugs, growing cannabis and transport criminality became widespread. In one of the articles the culture of marginal neighborhoods is discussed, which is one of the keys to understanding the specifics of the history of Brabant and its partial intertwining with a culture of acting illegally and criminally. Other articles deal with the substantial traveler community in this province, with criminal family networks and with synthetic drug waste dumpings. There is also an article on the displacement of illegal drug markets from The Netherlands to Belgium.

SAMENVATTING: De wijdverbreide criminaliteit in de provincie Noord-Brabant is al langere tijd een bron van zorg. Brabantse burgemeesters lieten de afgelopen jaren meermaals de waarschuwing horen dat in bepaalde buurten criminelen de lakens uitdelen en via stromannen het openbaar bestuur infiltreren. Gezagsdragers, ambtenaren en uitvoerende professionals worden regelmatig geĆÆntimideerd. Politie en justitie kregen de afgelopen jaren extra capaciteit toegevoegd in de strijd tegen wietkwekerijen, drugslaboratoria en illegale dumpingen in het buitengebied of op de stadsriolen.Maar hoe specifiek is die zware misdaad in Noord-Brabant? Anders dan elders: bestaat er zoiets als ā€˜Brabantse criminaliteitā€™? Heeft de Brabantse cultuur een zekere vatbaarheid voor criminaliteit? Is er langs die lange zuidgrens door de eeuwen heen een mentaliteit ontstaan, zoals sommige historici beweren, die maakt dat criminaliteit zich gemakkelijk ontwikkelt?Duidelijk is in elk geval, dat de verschillende vormen van georganiseerde criminaliteit in Brabant niet uniek zijn voor de regio. Ook in andere delen van Nederland wordt drugsafval gedumpt en grootschalig hennep gekweekt. Ook elders zijn criminele motorbendes actief, of bestaan langjarige criminele (familie)netwerken. Maar de situationele mix is wel uniek. Allerlei historische, geografische, sociaal-culturele en politieke patronen grijpen in Noord-Brabant op een speciale manier in elkaar. Hoe die situationele mix in Noord-Brabant er precies uitziet, wordt in dit themanummer van JustitiĆ«le verkenningen in kaart gebracht.
