Abstract
JV themed issue set against the background of the Dutch presidency of the European Council in the last six months of 2004. The Netherlands presented its multi-year programme, setting out the political guidelines for cooperation in the fields of Justice and Interior Affairs (JBZ) for the next five years, at the European summit on 5 November 2004. In this themed issue the editors show what has been achieved so far in the field of justice, and what the implications are for the Dutch legal practice, combined with future visions for Europe. There is attention for the new European constitution and a discussion on whether or not the expansion by ten member states is an opportunity or a risk (Holman article). It also comprises an article on the possible exportation of crime from the new member states (Bruinsma), while other articles are dedicated to judicial cooperation, which addresses (among other items) whether we are moving too fast with our cooperation (De Hert & De Roos).

SAMENVATTING: Themanummer van JV tegen de achtergrond van het Nederlandse voorzitterschap van de Europese raad, tweede helft van 2004. Tijdens de Europese top op 5 november 2004 presenteert Nederland een Meerjarenprogramma, dat de politieke richtsnoeren moet geven voor de samenwerking op het terrein van Justitie en Binnenlandse Zaken (JBZ) voor de komende 5 jaar. In dit themanummer laat de redactie enerzijds zien wat er tot nu toe is bereikt op justitieel terrein en wat de gevolgen zijn voor de Nederlandse rechtspraktijk, en anderzijds ruimte geven aan (toekomst-)visies op Europa. Er is aandacht voor de nieuwe grondwet voor Europa en voor de vraag of de uitbreiding met tien lidstaten een kans of risico is (artikel Holman). Voorts een artikel over mogelijke export van criminaliteit vanuit de nieuwe lidstaten (Bruinsma) en in verschillende artikelen ruime aandacht voor de justitiële samenwerking, waarbij onder meer de vraag aan de orde komt of we met die samenwerking niet te hard van stapel lopen (De Hert De Roos).
