Een verkennende doorrekening van de mogelijke impact van een natuurramp op de strafrechtsketen
Abstract
Om een idee te krijgen wat de gevolgen van een natuurramp zouden kunnen zijn voor
de strafrechtsketen, zijn vijf scenario’s opgesteld. In deze scenario’s wordt gevarieerd
met de inzet van de politie op opsporing en het aantal verdachten. In alle scenario’s
wordt aangenomen dat het totaal aantal politieagenten op landelijk niveau niet
verandert, dat politieagenten en hun gezinnen ook zelf slachtoffer kunnen zijn en
daardoor minder beschikbaar zijn, dat er meer criminaliteit is en dat veel leerlingen
niet naar school kunnen. Voor de kwantificering van de scenario’s zijn de omvang van
de gevolgen van de overstromingen in Valencia (Spanje) als uitgangspunt genomen en
geprojecteerd op de provincie Utrecht. Daarmee is dit onderzoek een denkoefening
met als doel een beeld te krijgen wat mogelijke effecten kunnen zijn van een
klimaatramp op de strafrechtsketen, zodat de ministeries van Justitie en Veiligheid en
Asiel en Migratie hierop voorbereid kan zijn.INHOUD
To get an idea of the potential consequences of a natural disaster for the criminal justice system, five scenarios have been developed. In these scenarios the police's investigative efforts and the number of suspects vary. All scenarios assume that the total number of police officers at the national level remains unchanged, that police officers and their families may themselves be victims and therefore less available, that crime increases, and that many pupils and students are unable to attend school. The floods in Valencia (Spain) were used as a starting point for quantifying the scenarios and projected onto the province of Utrecht.
