Abstract
De Veiligheidswet BES is op 10-10-’10 ingevoerd toen de staatkundige structuur van het Koninkrijk der Nederlanden werd gewijzigd en Bonaire, Sint Eustatius en Saba als openbare lichamen deel zijn gaan uitmaken van het land Nederland. De Veiligheidswet BES regelt de taak en samenstelling van het politiekorps en de inrichting en organisatie van de brandweerzorg, rampenbestrijding, crisisbeheersing en geneeskundige hulpverlening in Caribisch Nederland. De volgende onderzoeksvraag stond in het onderzoek centraal: Hoe functioneert de Veiligheidswet BES gelet op de per 10-10-’10 geformuleerde uitgangspunten en doelstellingen, welke knelpunten zijn te onderscheiden en in hoeverre is de wet toekomstbestendig, mede gelet op de huidige en toekomstige ontwikkelingen in het veiligheidsdomein en de bevindingen van de eind 2020 geëvalueerde Wet veiligheidsregio’s? The Safety BES Act (‘Veiligheidswet BES’) was introduced on 10 October 2010 when the constitutional structure of the Kingdom of the Netherlands was changed and Bonaire, Sint Eustatius and Saba became part of the Netherlands as public entities. The Safety BES Act regulates the duties and composition of the police force and the structure and organization of firefighting, disaster relief, crisis management, and medical assistance in the Caribbean Netherlands. The following research question was at the heart of the investigation: How is the Safety BES Act functioning in the light of the principles and objectives formulated on 10 October 2010, what are the bottlenecks, and to what extent is the Act future-proof, bearing in mind current and future developments in the safety field and the findings of the evaluation of the Safety Regions Act at the end of 2020?
