Abstract
On April 1st 2021, the Remote Gambling Act (hereinafter: Koa Act) came into force and from October 1st 2021, online licence holders became active in the Netherlands. Against the background of these and other developments in the Dutch gambling landscape, the Ministry of Justice and Security (Directorate-General for Punishment and Protection, Department of Integrity and Gambling; hereafter: Ministry of JenV) has the following knowledge needs:
  1. A broad exploration of both the financial and non-financial costs and benefits of all types of gambling (including remote gambling) for Dutch society. These are costs and benefits related to the three public interests: protecting consumers, preventing gambling addiction and combating illegality and criminality. Therefore, attention is also requested for illegal supply.
  2. Knowledge of any changes in the above costs and benefits due to the opening of the online gambling market.
  3. Knowledge of whether the findings of the above two items are in any way useful for the future evaluation of the Koa Act.
To meet this knowledge need, this study provides an exploration of the social costs and benefits of gambling. In addition, this report presents an indicative cost-benefit analysis of the social impact of the introduction of the Koa Act on the online gambling market.

Op 1 april 2021 trad de wet Kansspelen op afstand (hierna: wet Koa) in werking en vanaf 1 oktober 2021 werden online vergunninghouders actief in Nederland. Tegen de achtergrond van deze en andere ontwikkelingen in het Nederlandse kansspellandschap heeft het ministerie van Justitie en Veiligheid (hierna: ministerie van JenV) de volgende kennisbehoefte:
  1. Een brede verkenning van zowel de financiële als niet-financiële kosten en baten van alle soorten kansspelen (waaronder kansspelen op afstand) voor de Nederlandse samenleving. Het gaat daarbij om kosten en baten die gerelateerd zijn aan de drie publieke belangen: het beschermen van consumenten, het voorkomen van kansspelverslaving en het bestrijden van illegaliteit en criminaliteit. Daarom wordt ook aandacht voor het illegale aanbod gevraagd.
  2. Kennis over eventuele veranderingen van de bovengenoemde kosten en baten als gevolg van de opening van de markt voor online kansspelen.
  3. Kennis of de bevindingen van de bovenstaande twee items op enigerlei wijze bruikbaar zijn voor de toekomstige evaluatie van de wet Koa.
Om te voorzien in deze kennisbehoefte geeft dit onderzoek een verkenning van de maatschappelijke kosten en baten van kansspelen. Daarnaast presenteert dit rapport een indicatieve kosten-batenanalyse van de maatschappelijke gevolgen van de invoering van de wet Koa voor de markt voor online kansspelen.
